September, what a month!! Anagram is glad it’s over, as is its work of making good for construction drawings (GFCs) for Cuttack toilet. It was such an amazing month filled with loads of detailing, discussions, management within the in-house design team and the consultants’  decision-making, and refining, refining, refining the designs.

Taking into consideration the lifestyle of an entirely different strata of society in the detailing meant trying to view things from the user’s perspective while keeping foresightedness in mind. This led to the Anagram team working tirelessly and, ultimately, adding more members to the team. This meant that half of the office was working on the project! The doubling of the team was done not only to meet the deadline but also to provide further assistance in refining the designs.

Architecture & Design Status Report

August has been an incredibly busy month for Anagram Architects and CDD. The tender documents were prepared for the 32 Community Toilet sites in Cuttack and Anagram anchored the process of preparing a bulk of this, and compiling that with inputs from CDD and Codesign, for the sewage treatment systems & signage respectively. With this, all the work for the tender stage has been completed for 11 of the Community Toilet typologies.

The first round of the documents were submitted to the CMC, with the support of Arkitechno. Most of the latter part of the August was spent in revising and correcting some of the estimates in order to work towards the total sanctioned amount of the Preliminary Project Report for Cuttack.

Liaising & Capacity Building

The month of August involved several liaisoning activities. Monthly review meetings helped the team assess the progress of the project in the government wings for both Bhubaneswar Municipal Corporation (BMC) and Cuttack Municipal Corporation (CMC). August also saw enforcement of the Model code of Conduct in 91 ULBs, though BMC and CMC were exempted. A series of discussions and successive decisions in the Government wing helped to lay down strategies for faster and smoother execution of the project, including deciding on the contractor for construction of the 27 Public Toilets in Bhubaneswar.

In the Cuttack Municipal Corporation preparation for submission and approval of the Detailed Project report and other relevant documents for transfer of Government allocated funds was the major activity in August. The Engineering wing provided the Project Sammaan team with several inputs on packaging and technical parameters as per the norms of the Government for the tender. Strategic plans were also developed to ensure that the work orders are issued before the enforcement of the model code of conduct in Cuttack.

Branding Update

It’s been an excel-sheet filled month for Codesign this August, as the finalised Bill of Quantities (BoQ)for 14 toilet typologies, including the three added this month (2-seater enhanced layer, 4-seater enhanced layer (type-A) and 8-seater enhanced layer) have been compiled and shared with Anagram Architects to facilitate the tender process.

Generating this BoQ required us to map the various signages onto the spaces within each facility, with attention paid to the hierarchical value of each signage and the relevance of it’s message to that particular location.

Sammaan Communications Overview

The purpose of Project Sammaan, as specified in the grant proposal, is: “To develop an innovative, sustainable, scalable urban community sanitation model which will: (1) reduce the incidence of open defecation and improve health among the urban poor, and (2) lead to the creation of a ‘toolkit’ for successful sanitation interventions (in terms of both the design of community toilet infrastructure and an associated management system) that can be replicated in low-income, high-density urban areas throughout South Asia.”

It is this second point that makes the documentation and information-sharing activities amongst partners so vitally important. The intention is for partners to keep a record of their activities throughout the course of the project in order to make this toolkit as informative and viable as possible. The focus should be on the challenges faced as these will help frame the project while also providing insights to other practitioners that may be facing similar issues in their own sanitation projects.

Tangible Outcomes To Date

As we prepared the latest progress report update for Project Sammaan, some key insights and learnings, and corresponding milestones achieved, emerged that we wanted to share.

While the most tangible outcomes on this project in terms of operational toilets are still a few months away, the progress made in this last reporting period puts the project on a much firmer ground. This has been possible because we were able to streamline internal systems and establish a much better understanding and collaboration between various stakeholders.

Notes from the Field

Field activities in the month of July were focused towards completing the census data collection in the remaining 10 community toilet locations in Bhubaneswar. J-PAL has finished first round of data collection is 5 sites with a completion rate of more than 80%, and will revisit these sites to improve the completion rate and start data collection in the remaining sites.

The Principal Investigator on the Urban Sanitation Project, Prof. Mushfiq Mobarak, Associate Professor at the Yale School of Management, visited the project in July. He presented the Software and Research aspects of the Urban Sanitation project to the Additional Chief Secretary, Mr Srinivas. The presentation led to a constructive dialogue on the practical challenges to keep in mind while implementing the research methodology.

July Recap

The month of July was phenomenal for both strategic planning and milestone achievement!

Among these milestones was the procurement of administrative approval from the Government of Odisha by the Bhubaneswar Municipal Corporation, which was routed through the Housing and Urban Development Department. The administrative approval from the government was the final authentication on the estimates of the public sanitation facilities. This also supported a step ahead in the project by initiating the tendering process. The format of the tender document has been pushed to the Engineering team for final scrutiny.

Architectural Design & Tender Progress

The last month has been exceptional in terms of progress of the architectural work. The deadlines for Project Sammann have always been challenging, but this time the work was fourfold and the deadline was even tighter.

Earlier we submitted tender and good for construction drawings (GFCs) for the Public Toilets, which were six designs covering 27 sites. This time for the community toilets (CTs) in Cuttack and Bhubaneswar we had 14 designs covering 32 and 43 sites, respectively, with the same stringent deadline as with the Public Toilets. On top of that, the whole process was delayed by two weeks due to various reasons. However, Anagram took the responsibility to bring the whole project back on track.

Outreach & Public Relations Update

June saw a variety of activities on several different communications streams. Most significantly, the project’s profile was added to the SuSanA website, worked continued on the initial draft version of the work-in-progress Technical & Design Guidelines document, and a series of project partner profile videos planned out.

The Sustainable Sanitation Alliance (SuSanA) is a network of organizations working in sustainable sanitation formed in 2007. Its purpose is to act as a forum for those working in the sanitation to share their work while promoting awareness and, hopefully, fostering collaboration amongst members and other interested parties. Currently a project brief and issues of the newsletter have been shared on the site. Going forward, we will contribute photographs and additional documents to continue promotional efforts for the project.
