Tendering Process from CTRAN’s Perspective

Tendering is a systematic process followed in the Municipal Corporation. Multiple interactions with different levels of Officials made me understand how exactly this process works.

The OPWD Code is like the bible for the Engineering section in the Municipal Corporation, but the way the officials apply the knowledge is amazing. Not only are they aware of the rules jotted down but also have all the points that are deviating from the standard practices at their fingertips. Using their knowledge and ours to formulate a programme was one-of-its-kind.

Exploring & Establishing Brand Architecture

Early on in the project, there had already been an effort to create an identity and voice for Project Sammaan, with the aim to bring together the different streams of work and thought, while giving a unified face to the project as a whole.

There are two distinct components within the framework of the larger project — one that is internal facing, representative of a collaborative consortium of stakeholders rethinking sanitation systems (i.e. Sammaan), and the second, a user-facing, sanitation system prototype borne out of the collaborative effort of Project Sammaan. The question that loomed large at the beginning of the branding stream was whether there was a need for a second brand for the user-facing sanitation system prototype. To understand this, we examined key features for both across categories of target user group, objectives, drivers/motivators and the intended role of brand identity.

The Anil Agarwal Dialogues: Excreta Does Matter

“The Anil Agarwal Dialogues 2013: Excreta Does Matter” conference was a platform for innovators and pioneers in the fields of water, sanitation, and hygiene (WASH) to showcase their work along with the new techniques and methodologies that hold the most promise for improved sanitation systems in India.

Organised by the Centre for Science and Environment, this, the second edition of the Anil Agarwal dialogues, was held in the India Habitat Centre. Presenters from both the public and private sector shared case studies from their work to address some of the most pressing concerns for Indian sanitation: What is the current status of India’s fresh water reserves? Where will our fresh water come from in the near and distant future? What is the state of India’s sewage system?

Challenges of a Multi-Stakeholder Engagement

For a large infrastructure project of this nature, multiple stakeholders are a given. Within this dynamic there is an overall project objective, but also individual organizational goals that need to be taken into consideration and addressed. At times, these individual mandates can conflict with the project’s overall goals with one team’s workstream impacted by the needs of another’s.

An example of this can be found in the innovation and design mandates. Imperative for some of the partners, these directives require considerable and conscientious ideation. This alone can be seen by stakeholders with limited understanding of the complexities and intricacies of design innovation as a delay.

Branding Workshop

While Project Sammaan is the project’s name, the sanitation facilities we design and build will carry their own brand identity.

It’s important to brand these sanitation facilities appropriately to ensure optimal adoption rates amongst end users in the communities, a feeling of professionalism in the people who run these facilities, and brand recall amongst stakeholders in the government and other organizations working in this sector to maximize its impact.

Collaboration

Project Sammaan is a unique innovation initiative due to the diversity of the organizations working on it: design firms, government bodies, empirical researchers, architectural firms, waste management experts, community engagement specialists, and an interface management team.

This amalgamation of seemingly disparate entities provides a robust and exhaustive approach that ensures community members’ needs are designed for, the facilities are both functional and valued, and the effectiveness of the engagement is thoroughly evaluated.

Codesign Field Visit

As part of the communications team, my field visit brief was to get an initial understanding of the environment for the sanitation facility as well as of the visual culture of Bhubaneswar and Cuttack.

In my short, three-day visit, I covered two slums in Bhubaneswar and another in Cuttack. This was my first visit so it was also important to interact with the on-field teams working in Odisha as much as possible.

Sammaan Toolkit Brainstorming

Project Sammaan will lead to two things: 1) the reduction of open-defecation and improvement of health amongst urban poor, and 2) the creation of a “toolkit” for successful sanitation interventions that can be replicated throughout South Asia.

The second point served as the impetus for a recent Quicksand field visit to Bhubaneswar to meet with project partners for a review of activities, milestones, learnings, frustrations, and other pertinent developments. It’s hard to believe, but the project has been underway for over 6 months now and the team felt it was a perfect time to get all the partners together.

Incorporating these conversations into the toolkit is certainly a daunting task considering the number of partners involved and the complexity of their individual workstreams. However, these concerns are part of the challenge that got us excited about this grant and they continue to motivate us.
